Background
 
The full integration of the seven building blocks (service delivery; leadership and governance structures; financing mechanisms; human resources; access to essential medicines and technology supply systems; health information systems; and participatory community mechanisms (people) is a prerequisite for health systems to achieve universal health coverage. Health systems in most low- and middle-income countries (LMIC), especially in Africa struggle to achieve integration because of limited skilled human and financial resources; the competing interests; lack of priority-driven allocation motivated by affluence and competencies of the leaders of each health systems block. This competition for the limited national resources for health often leads to fragmentation in the health systems failing to meet the health needs of the communities.
 
The Reproductive Maternal, Newborn, Child and Adolescent Health (RMNCAH) scorecards system provides a data-based transparent approach useful for setting priorities, allocation of resources based on the needs of the system and advocacy for support of the priority health agenda. Country-specific RMNCAH Scorecards developed by the African Leaders Malaria Alliance (ALMA) have been introduced in a few countries in Africa and have become valuable globally in assisting thirty (30) countries on pragmatic management, advocacy, and accountability. The scorecards have also been useful in monitoring actions to track progress on indicators geared towards meeting the United Nations Sustainable Development Goals (SDGs). The introduction of the RMNCAH Scorecards in Nigeria in 2017 was aimed at using the valuable data-based platform to enhance national efforts and transparent management in the health systems.
To date, only sixteen (16) of the thirty-six (36) States of the Federation have implemented the RMNCAH Scorecards. These states have found it to be a useful way to advocate for and manage, better health programs. More important, preliminary information shows that there is a strong interest to continue to strengthen the implementation and use of RMNCAH Scorecards in these states.
The proposal to document the RMNCAH Scorecards implementation in Nigeria will provide a valuable opportunity to document early implementation data and records of the process, experiences, impacts, barriers, challenges and perspectives of the stakeholders especially the implementers and the communities to enhance sustainable use of the tool. The documentation will also be a valuable tool to support ongoing discussions on policy imperatives to promote national uptake and use of the RMNCAH Scorecards for health system management and accountability in Nigeria.
 
Terms of reference
The University of Ibadan Research Foundation seeks the services of an expert to review and synthesize all the available evidence from published and gray literature on the achievements of the use of scorecards in Africa and Nigeria. The objectives of the review are to:
1.    Identify all available documents including published and gray literature on the history, achievement, challenges on the use of RMNCAH +N scorecards in African countries.
2.    Provide key demographic profile of the nine states where the scorecard are being used in Nigeria. The states are Bauchi, Kebbi, Oyo, Kano, Kaduna, Niger, Adamawa, Osun, Ebonyi.
3.    Identify all relevant documents and tools for enhancing maternal and child health in Nigeria.
4.    Identify all available information including state buy-in on the use of the RMNCAH scorecard in Nigeria.
5.    Review and synthesize the available evidence on this management tool.
6.    Review existing platforms and tools used for promoting reproductive health among mothers and children in Nigeria. 
7.    Identify lessons learned so far and make recommendations on the implications for its use in Nigeria.
 
Qualifications of the Expert Reviewer
The expert should have appropriate post-graduate qualifications in social science, health, nursing, or other relevant disciplines. A mid-level career professional will be suitable for this position. Experience in a similar assignment is required. A PhD degree as well as a good understanding of the Nigerian health system will be an added advantage.
 
Fees
The fee for the assignment is attractive and negotiable.  It will be paid in two (2) instalments: 50% not more than one week after signing the contract agreement and the balance 50% not more than one week after the submission of the revised draft will be provided for this assignment.  
 
Deliverables
1.    Submission of a draft comprehensive report.
2.    A PowerPoint presentation to the leaders at UI-RF
3.    Revision of the draft report after review by a panel of experts
 
Duration of consultation
The first draft should be submitted two weeks after signing the contract of agreement. Submission of the final report will be one week after receiving comments from the panel of experts.
